
A learner driver from Basingstoke, Hampshire, has been granted a free driving test retake after being refused an initial test due to concerns that his appearance did not match the photo on his provisional licence.
Yin Cheong William Shen was turned away by an examiner in November after the official claimed his facial appearance differed from the photograph on his licence. The decision left Shen confused, especially as he had used the same photo for his passport, which had already been accepted earlier this year during international travel.
The incident quickly gained attention after Shen raised concerns about potential unconscious bias during identity verification at driving test centres. His driving instructor described the refusal as inappropriate, while local MP Luke Murphy formally supported the case, highlighting broader issues around fairness and consistency in ID checks.
In correspondence with the Transport Secretary, Mr Murphy referenced research indicating that facial recognition and visual identity checks can disproportionately affect individuals from certain ethnic backgrounds, raising questions about equality and standardisation in testing procedures.
While the Driver and Vehicle Standards Agency (DVSA) has not admitted any wrongdoing, it confirmed that it takes impersonation and fraud prevention seriously. However, following a complaint, the DVSA acknowledged Shen’s dissatisfaction with the service he received and approved a free retest as a goodwill gesture.
A DVSA complaints officer stated that discriminatory behaviour is not tolerated and reassured that identity checks are carried out to protect the integrity of the driving test system. The agency added that it recognised Shen’s concerns and accepted that the experience did not meet expected customer service standards.
